Adds the shared checks from capyadmin/ci-workflows (gitleaks over full history, semgrep, osv-scanner and the file-type linters) on pushes to the default branch and on pull requests. The first run on this PR is the baseline: anything it flags already exists in the repo, and can be fixed or accepted via .gitleaksignore, nosemgrep, osv-scanner.toml or a linter config as described in that repo's README.
